Track these five metrics monthly to measure HR management effectiveness:

1. Compliance Rate — % of active crew with all valid certifications

• Where to find it: HR Dashboard → Compliance widget → View by Status
• Target: 100% compliant (green status), maximum 5 workers in “expiring soon” category

2. Worker Retention Rate — % of workers still active after 90 days

• Where to find it: HR Dashboard → Retention widget → 90-day cohort view
• Target: 70%+ retention at 90 days (industry average is 55%)

3. Profile Completeness — % of active crew with complete profiles (all required fields filled + at least 3 skills tagged)

• Where to find it: HR Dashboard → Profile Quality widget
• Target: 95%+ profile completeness for active crew

4. Communication Effectiveness — Message delivery rate and open rate by channel

• Where to find it: Messaging → Analytics → Delivery & Engagement Report
• Target: 98%+ delivery rate, 85%+ open rate for SMS, 60%+ open rate for email

5. First-Time Fill Rate — % of jobs filled on first outreach without backup calls

• Where to find it: Job Management → Fill Rate Analytics → First-Time Fill metric
• Target: 75%+ first-time fill (up from typical 50-60% with incomplete profiles)
